On August 25, 2003, the Dogrib Treaty 11 Council, the Government of the Northwest Territories, and the Government of Canada signed what would become a defining agreement for the Tłı̨chǫ people.
The Tłı̨chǫ Land Claims and Self-Government Agreement was signed in Behchokǫ̀ on August 25, 2003, exactly 82 years after Chief Monfwi placed his name on Treaty 11. This moment affirmed our inherent rights to our lands, our governance, and our way of life, carried forward through generations.
The signing ceremony was witnessed by leaders from across the country, including Prime Minister Jean Chrétien, alongside Tłı̨chǫ leadership, Elders, and citizens who had worked for decades to see this day realized.

Following the signing, the celebration began in a powerful and symbolic way. Grand Chief Joe Rabesca and Elder Alexis Arrowmaker each took an arm of the Prime Minister and led him into the tea dance. This act reflected Tłı̨chǫ confidence, generosity, and strength, grounding the moment in our laws, our culture, and our authority.
